Exploring adoption of generative AI technology.
To advance their long-term vision of becoming a digitally native enterprise, Seibu Railway's Information Systems Department adopted Adobe Express. After in-person training sessions and real-world use case demonstrations, usage rose from an initial 100 licenses to a total of 300. Use of Adobe Express has spread across numerous divisions, from in-house advertising production within the Marketing Department to video creation tasks within the Engineering Department. This widespread adoption has changed attitudes toward emerging technology among the company's employees, from field personnel to office-based teams.
The Information Systems Department at Seibu Railway has set forth a long-term vision of transforming into a digitally native enterprise, closely aligned with the Seibu Group Long-term Strategy 2035 and its Medium-Term Business Plan (FY2024–FY2026). As an initial step toward harnessing cutting-edge technologies, Seibu Railway established an environment enabling all employees to use conversational generative AI tools such as ChatGPT. Building upon that foundation, the company turned its focus toward AI-generated images, in line with the strategic theme of proactively embracing new solutions. Seibu Railway began exploring ways to use AI for creating internal materials and posters.
"We understood it would be challenging to suddenly ask employees to start using generative AI tools without preparation," explains Takako Uchida from the Information Systems Department. "Our initial objective was simply to familiarize staff with these new technologies. We weren't immediately focused on achieving specific departmental results. Instead, we wanted our employees to experience generative AI firsthand and understand its capabilities. This approach guided our initial rollout."
The generative AI tool that first caught the company's attention was Adobe Firefly. Given Adobe's strong reputation and wide recognition in the image-editing space, Seibu Railway’s Information Systems Department was specifically looking for a content creation product with Adobe Firefly enhanced features. It was during this exploration that Adobe proposed trying Adobe Express, which offers commercial use of Adobe Firefly generative AI features.
"After learning about Adobe Express, we discussed our needs with Adobe directly. The intuitive and easy-to-use interface soon convinced us to fully adopt the tool," says Uchida.

Although other generative AI image solutions were presented to Seibu Railway, Adobe Express closely matched the company's needs, so the Information Systems Department was able to make a decision without weighing up alternatives.
"In addition to its intuitive user interface, Adobe Express is well-integrated with Adobe Firefly. You can effortlessly transfer images created in Firefly into Adobe Express to add text or swiftly adjust saturation, contrast, and so on. The high compatibility with design and image-editing workflows was especially appealing," explains Uchida. "We unanimously agreed that this was the ideal solution and quickly reached a consensus to move forward."
Ensuring ethical compliance and addressing copyright concerns were also critical factors, according to Shigeki Sato of the Information Systems Department.
"With respect to AI tools, avoiding copyright issues was a major concern for us," Sato states. "However, we confirmed that flyers, banners, logos, and other materials created using Adobe Express templates and assets could generally be used commercially without issues. That played a significant role in our decision."
Expanding the concept of "images" to enable widespread usage.
In February 2024, Seibu Railway introduced Adobe Express internally with an initial 100 licenses. Paid training sessions were held, led by Adobe and coordinated primarily by the Information Systems Department. However, during discussions and interviews with various departments, a major misconception about AI-generated images became evident. Employees associated "images" strictly with creative tasks, prompting responses like, "Our department doesn't handle creative work, so this technology isn't relevant to us."
"The term 'image' itself seemed to cause confusion," explains Uchida. "To address this, we started highlighting practical, relatable examples such as virtual backgrounds for online meetings, to help employees visualize how generative AI could integrate into their everyday tasks. Additionally, we emphasized the Structure Reference feature in Adobe Express — something other generative AI tools don't offer — which greatly simplifies the image creation process."
Training sessions were held face-to-face. "We deliberately chose in-person training to encourage engagement and hands-on practice," Uchida explains. "Our goal was to deepen everyone's understanding of the possibilities with Adobe Express through direct experience." The training sessions included employees from diverse departments — from frontline workers in the Engineering Department responsible for railway maintenance, to staff based at the corporate headquarters.
Erina Iriguchi from the Marketing Department reflects positively on the experience: "The extensive template library offered in Adobe Express made it much easier to establish clear design directions. Also, we've had some interesting conversations about the personalized virtual backgrounds with employee portraits we created during training, which have been quite popular."
Currently, Seibu Group holds 300 Adobe Express licenses, with various departments actively using the skills and knowledge gained through the training sessions. The Marketing Department successfully brought in-house the creation of promotional materials for the "SEIBU Smile Link" campaign, including video advertisements displayed within trains, produced by Iriguchi. "We used Adobe Express templates to produce a 15-second video advertisement shown on the Smile Vision screens positioned above train doors. Previously, this type of task would have been outsourced, but we managed to complete it internally in roughly a week," explains Iriguchi.
Saho Maezawa, who manages the "Seibu Railway Kids Club," a membership service for children up to sixth grade, also regularly uses Adobe Express features for creating event posters. "I frequently use features such as background removal, image resizing, and generative AI-based image extensions," says Maezawa. "By customizing Adobe Express templates, I can produce event posters in about half a day."
The Engineering Department uses Adobe Express to create explanatory videos that clearly communicate construction details to local residents. These videos illustrate vehicle movements and work procedures using animations and graphics. Uchida rates Adobe Express highly in this area: "Even employees without video-editing experience can produce high-quality videos with the tools available."
Introducing Adobe Express also opened up possibilities for teams who had abandoned attempts to master professional-grade tools. Sato explains: "Departments have been able to master Adobe Express, even after having struggled with complicated video-editing software. Employees who once thought professional video production was beyond their skill level are now eager to give it another try, thanks to Express."
Fostering community through cross-departmental knowledge-sharing.
The Information Systems Department continues to actively support the ongoing integration of Adobe Express. The aim is to use the application in every part of daily operations. Uchida emphasizes: "Employees from various departments have begun developing their own ways to use Adobe Express. We aim to create opportunities to share these best practices across the organization, building an internal community for cross-departmental knowledge-sharing."
Iriguchi agrees: "We want everyone in the company to know that creating email newsletter images or graphics for our website no longer requires outsourcing — we can now produce these ourselves. Additionally, I'm eager to discover things I haven't thought of yet by seeing how others across the company are utilizing the tools."
"Many employees are cautious about adopting new technologies, but as more people gain hands-on experience through training sessions, a positive momentum is steadily building," adds Iriguchi. As Seibu Railway continues its journey toward its long-term vision of becoming a digitally native enterprise, the impact of Adobe Express within the organization is set to expand even further.
