Modernizing government services.
The White House’s recent unveiling of the America by Design Executive Order marks a significant step toward modernizing how citizens experience and interact with government services, both digitally and physically. The order sets forth a clear mandate for usable and efficient public services, supported by the establishment of a National Design Studio and a Chief Design Officer to guide agencies in delivering standardized, high-impact design experiences. These efforts leverage the updated U.S. Web Design System and reinforce government-wide alignment with the 21st Century IDEA Act (Public Law 115-336).
Adobe remains committed to partnering with federal, state, and local government agencies in their missions to transform and advance their digitization efforts — so they can serve the American people more effectively.
Delivering first-class experiences.
The Executive Order tasks the National Design Studio with advising agencies on how to deliver first-class experiences. Adobe is uniquely positioned to support this mission:
-
Our design and UX professionals have the expertise to help teams design with empathy and clarity.
-
Our FedRAMP-authorized cloud solutions enable secure deployment at scale.
-
Our public sector work speaks for itself — from GSA to state government agencies, Adobe has demonstrated proven success in transforming legacy systems into modern, secure, and efficient citizen-first platforms.
- U.S. Census Bureau: Adobe helped modernize the census experience, contributing to an estimated $1.4 billion in savings through online participation.
- United States Marine Corps: Adobe reduced the annual cost of eLearning by 38% per user.
- Port Authority of NY/NJ: Adobe enabled a 650% increase in content publishing capability.
Beyond government, Adobe technologies empower organizations of all sizes — from small and mid-sized enterprises to global brands like Coca-Cola, Delta, and PGA — to drive business growth and digital transformation. Adobe recently partnered with the National Football League (NFL) to build the next generation of fan experiences, combining AI, creativity, and marketing. From driving personalized content across digital touch points to on-site activations at events, Adobe technology is helping the NFL deliver richer, more relevant fan experiences at scale.
From vision to impact.
By July 4, 2026, agencies are expected to show tangible results from their America by Design implementations — and Adobe stands ready to help them meet and exceed these goals.
Whether it’s reimagining a state benefits portal, streamlining digital forms, or launching a new civic engagement campaign, Adobe brings the tools, expertise, and vision to make government experiences not just secure, functional, and efficient — but also delightful and engaging.
Phillip Jackson serves as the Head of Strategic Initiatives for Adobe’s Public Sector business, leading efforts to modernize government services through digital transformation. With a focus on innovation, security, and citizen-first experiences, Phillip plays a pivotal role in aligning Adobe’s technologies with the evolving needs of federal, state, and local agencies.
